The rating for external cabling is higher than standard cables as you are in a wet environment and external electrical installations and cabling should always be carried out by a qualified electrician. 
The answer is probably yes. The reason is for new kitchens people tend to add more sockets than were originally in place, new LED lights can be fitted, maybe two ovens or even an induction hob. If this is the plan you may well need a new consumer unit (fuse box) to cope with the additional load.
